Gould CRJU 4531: Comparative World Justice System South Sudan, the world’s newest country is struggling to survive. Rampant inflation, civil war and food shortages plague South Sudan. Besides political party reform, inter-communal violence and tensions over oil-sharing revenues with Sudan, another challenge South Sudan is facing to achieve peace that this paper will be focusing on only, is the South Sudan criminal justice system, which is very weak and corrupt. Answer: Healthcare Datasets Healthcare dataset can be defined as a set of elements of data with consistent and identical definitions. These are a standard information set obtained from the records of care from the systems or organizations, which captures base data. They are the structured data lists bearing the permissible values, clear label and definitions, classifications and codes. From these datasets, information is compiled and derived for the improvement and monitoring of the healthcare services. HEDIS The Healthcare Effectiveness Data and Information Set (HEDIS) is a dataset tool used for the measurement of the performance of healthcare services and care. It consists of 81 measures and 5 care domains. Managed Care Organizations utilize the HEDIS data to compare their care and services performance to other health plans. HEDIS is essentially supplied by NCQA (National Committee for Quality Assurance). It is used by the health plans for measuring various health issues like the persistence of treatment by beta-blocker following myocardial ischemia, the medication use for asthma, hypertension control, comprehensive care for diabetes, screening for breast cancer, medication management for antidepressant, the status of immunizations and quit smoking advice (Webber, 2012). HEDIS can be applied to various healthcare settings. These can be the acute settings, ambulatory care settings and clinical care settings like inpatient and outpatient (Harris et al., 2015). There are several secondary sources of HEDIS. These can be classified as several government and organizational bodies. The non-survey data is collected from the Interactive Data Submission System (IDSS). The data collected are kept under strict confidentiality in a central database for maintenance (Pugh et al., 2013). The Medicare data for HEDIS is collected by NCQA for the CMS (Centers for Medicare and Medicaid Services) and state agencies. Commercial data are collected by NCQA for the US Personnel Management offices and some of the states of the United States of America (Martino et al., 2013). The reporting of the data by the health plans, regulators and purchasers supply the HEDIS data. The data reporting process involves the auditing by NCQA or by an approved auditing firm. The various data like claims data, provider data, membership data, etc. are reviewed after collection. The obtained data are calculated as per the determination standards of NCQA. The frequency of reporting is annual. Every year the HEDIS providers need to report the data to the NCQA (Dixon et al., 2014). The collection of the HEDIS data is done through the insurance claims, medical charts and surveys. The insurance claims are for the procedures, visits to the medical office and hospitalizations. The survey is usually conducted by a survey organization approved by NCQA. Clinical measures include the hybrid or administrative data collection. Administrative data includes the electronic records for the insurance claims and various services. The hybrid method of data collection is lengthy, expensive and requires medical professionals (Westover et al., 2014). HEDIS can be used to measure the activity of -blockers in the case of myocardial infarction and, therefore, quality intervention can be implemented. HEDIS can also be used as a comparative scale for the measurement of the population who did and did not receive dental care. HEDIS is also important for the measurement of the childhood immunization. HEDIS is also used for the survey of the experiences of the consumers in the areas of access to care, claims processing and customer service (Szabo et al., 2015). HEDIS data are important for the researchers who are working for the improvement of the healthcare system and are dedicated to improving the measures of HEDIS. The commercial data of HEDIS are employed for the calculation of the national performance benchmarks and statistics. They are also used for setting the standards of measures, which are included in the accreditation program of NCQA. The data abstraction should be done record form, which is central and should be made available to the users. This abstract is, however, beneficial as it improves the data accuracy, cost effective and confidentiality problems are reduced. One major objective of UHDDS is the promotion of data uniformity among the user organizations and institutions. The physician is considered not sufficient for the permission of uniformity. The definition of the item reduces eliminates and reduces the variation in the data items. The number of medical records assigned by the hospital is the only number for the identification of the discharged patients. It also helps to identify the criteria of UHDDS. The items for personal identifications can be abstracted from this number. UHDDS provides comparable data to determine the hospitals, which provide the best treatments. This helps the government to reduce the costs from the patients for whom repeated admission was not done. The reimbursement rates of different hospitals can also be compared for the medical procedures, which are similar. OASIS Outcome and Assessment Information Set (OASIS) is a set of data elements that signifies the core items required to be included in the assessment for the patient of home care. It creates the basis for the measurement of the patient outcomes for the objective of quality improvement, which is outcome based. It provides data for the use of the consumers on the home health compare. OASIS provides the information on the condition of the patient and proper reimbursement (Shang et al., 2015). The purpose of OASIS is the improvement of performance in home health care. The data items of OASIS were developed for the purpose of measurement of patient outcomes. OASIS is the data collection tool used by the home health agencies for the reporting and collection of performance data. Police Corruption The police officer stands at the top of the criminal justice system in a nation where crime rates are high and where the demands for illegal goods and services are widespread. These conditions create a situation in which the police officer is confronted with opportunity to accept a large number of favors or grants. Police corruption occurs in many forms and observers of police behavior agree that it falls into nine specific areas. Drug related police corruption differs from other types of police corruption. In addition to protecting criminals or ignoring their activities, officers involved in drug related corruption were more likely to be involved in stealing drugs and/or money from drug dealers, selling drugs, lying under oath about illegal searches, and other crimes. Although not enough data was available upon which to base an estimate of the extent of corruption, the amount of cases of police corruption proved that it was striking enough to concern the public. The most commonly id entified patterns of corruption involved small groups of officers who protected and assisted each other in criminal activities. The demands of the public and politicians, however, have caused an outrage and a fear that open investigations and accusations of corruption will cause the problem of distrust in the police to grow even greater. Some police forces seem to have adopted a market-based approach to law enforcement. Several drug related pedophiles and even murderers were believed to have walked out of police headquarters free-if- poorer men (Klockars, p 76). In one small town in New Mexico more than 30 suspected pedophiles were arrested in the span of 18 months but only one case went to court. The other suspects were released after paying a hefty bail, or a straightforward bribe. There is evidence that some police officials fleece tourists by first planting drugs on them and then demanding bribes. Unbelievably, there are cases of corruption that are far worse. Two have been charged with keeping a brothel, for which they are alleged to have kidnapped a 15-year-old virgin. Another officer set up a children's home, which he advertised as a charity. Charlie's Shelter in fact offered young boys for sex. The local police record an unusual number of suicides and mysterious incidents of heart failure. One detective faile d to notice that a tourist, whom he diagnosed as having been beaten to death, had been shot at point-blank range. Perhaps the officer in question was distracted by the strain of managing his second-hand car business. The people in charge of the police organizations are not blind to what is going on; some are just too scared to admit that there are corrupt officers in their force. Others may just really not know what is going on while the rest are either involved in the corruption or speaking up and trying to stop the dishonesty. For example, Roy Penrose, director-general of a new squad, warned the public that a small but significant number of officers were known to be selling police information and aiding former officers and criminals as to the whereabouts of safe havens where they could go unharmed in dealing in their drug trades. He pledged to be ruthless in sacking corrupt and incompetent officers (Welch, p 13). James Wood, a former Supreme Court judge, was well suited to staying the distance with an inquiry that many in the police force hoped would fizzle out soon after it began. Mr. Wood chose as his chief weapon the power of public exposure-filmed evidence that revealed police officers allegedly taking bribes or dealing in drugs. The commission's staff also made use of roll over witnesses, policemen who admitted corruption and then agreed to finger colleagues in return for immunity from prosecution. The star informer was Trevor Haken, a former detective sergeant who helped to install miniature video cameras in the dashboard of a police car and in the light fittings of a prostitute's home. The cameras caught one senior policeman being handed wads of cash by another, allegedly his cut of a drug deal, and a third policeman accepting drugs from a prostitute and asking her if she could obtain child pornography. A Soldier Essays A Soldier Essay A Soldier Essay John Carduff October 4, 2010 Eng 101 There are very few material things in this world that I consider important to me but the few that are tell a story about my life. I have been awarded several medals from the United States Army; though all are important to me the one medal of seven that bears the most significance is the Army Achievement Medal for my service on funeral detail. I was put on funeral detail at the end of my contract with the US Army. At the very beginning I felt as though it was more of a burden that I would carry instead of the honor it holds. I have seen many great men put in the ground six feet under and watched as their families wept. This tradition of honoring fallen soldiers will never be lost. The sound of â€Å"Taps† being played on the bugle, the sound of the rifles firing in the air and the soldiers that stand tall in front and fold the flag into a neatly folded triangle. We as a brotherhood must honor these men and women. We as an Army family must lift up those near and dear to the departed. I played a substantial role on the funeral detail. I was given the honor to not only salute those who have died but to present the American flag to their husband or wife, mother or father and even the small children that are left behind. I have seen all their faces and heard them all cry out; though I must maintain my military barring never flinching. I bend down on one knee and tell each of them the same thing every time but it never gets old, â€Å"On behalf of the President of the United States and the US Army it was an honor to serve with†¦Ã¢â‚¬  That is when you mention their name. I have never presented the American Flag to a family member with a dry eye. Though I do not personally know these soldiers I feel a bond that is incomprehensible if you have never served. There is no greater honor in our military today than to honor our fallen soldiers and to show their families just how much their lives meant to the Army as a whole. I am proud to say that I had a part in honoring our soldiers and will always hold that experience close to my heart.

The Ethics of Torture Essay Torture is causing pain and suffering to gain information and confessions. It’s a traditional, historical, well-understood term. Waterboarding is a form of torture in which a bound, gagged prisoner is forced to breathe in water. There are several techniques but all produce the same effects, a physical sensation of drowning and a psychological sensation of panic, fear and loss of control. Calling it anything other than torture is absurd. You wouldn’t call a bank robbery a â€Å"cash gathering technique,† even if the president said it was so. There are no such things as â€Å"enhanced interrogation methods. † That is the euphemism the Bush administration used in 2002 when they were redefining torture so the president could authorize it. There is never an excuse to torture a person, not even during war. It undermines our cause, endangers our soldiers on the battlefield by encouraging reciprocity, and it breeds more enemies of the United States than coercive interrogation methods will ever allow us to capture. As recently as November 12th of this year, Herman Cain and Rep. Michele Bachmann said during a Republican presidential debate in South Carolina that they would approve waterboarding of prisoners to extract information. They denied that waterboarding is torture, even though it’s been classified as such since the Spanish Inquisition. â€Å"Very disappointed by statements at S. C. GOP debate supporting waterboarding,† Senator John McCain wrote on Twitter two days later. â€Å"Waterboarding is torture. † This is a man who was a POW during the Vietnam War. Having been tortured at the hands of the North Vietnamese, he knows first-hand what that kind of treatment can do to a human being. If we truly believe ourselves to be a model for the world and an example for all of history, then why would we practice torture? When you pour water onto someone until he gasps for air and feels as if he’s drowning, you’re not enhancing your interrogation. You’re putting him through a hell as physical as it is psychological. You’re torturing him, by any sane definition of the term. When we deny any sort of justice or due process to individuals in the name of protecting America, we become the ultimate hypocrites. How can we as a nation, hold other nations to standards that we’re not meeting ourselves? In 2009, Dick Cheney told Fox News that, Those interrogations were involved in the arrest of nearly all the Al Qaeda members that we were able to bring to justice. Cheney’s statement begs the question, how many innocent people were imprisoned and tortured in our fanatical hunt for possible terrorists? Well, out of about 775 detainees held at GITMO, 420 were released without being charged. Less than 10 were ever convicted of terrorist activities. The abuse of prisoners can occasionally produce good intelligence but more often produces bad intelligence, Under torture a person will say anything he thinks his captors want to hear — true or false — if he believes it will relieve his suffering. Often, information provided to stop the torture is deliberately misleading. Senator McCain has said that while being tortured, he was asked for the names of all the men in his regiment. He gave his captors the names of the Green Bay Packers offensive line instead. The most obvious thing we can do is stand as an example of a nation that holds an individual’s human rights as superior to the will of the majority. Write your congressmen and tell them that the sanctioned use of torture by the government is wrong. If we as a nation build a wall of fear with the rest of the world, it’s a decision with far-reaching negative consequences. Through the violence, chaos and heartache of war, through deprivation and cruelty and loss, we are always Americans, and different, stronger and better than those who would destroy us.
